Park Road home plan set for refusal

A possible new home at 59 Park Road, Brechin looks set to be knocked back by councillors.

At next week's meeting of the council's development standards committee, planners are recommending that plans to demolish some of the outbuildings in the property's grounds, and outline planning permission for another home on the site, be given the red light.

Despite no letters of complaint from the local community, the planning officers have a number of concerns over the proposals, and are unswayed by a supporting statement from the home owners.

Summarising the applicant's case the planning officer notes that the proposed new house would be located to the rear of the existing listed property, ensuring that the old house remained the most prominent feature from the road.

The applicant also argued that a house located to the north-east of the property would be as far from the existing building as possible, and would "take full advantage of the south and west aspects available to it for space, privacy, light and garden ground".

They were also willing to ensure no windows were located on the east of the house to prevent overlooking of neighbours at number 61, and stressed that any stone and slate materials retrieved from the demolished outbuildings would be reused where possible.

However, recommending refusal, Erc Lowson, the director of infrastructure services, stresses that the application "failed to provide an acceptable level of private amenity space for the proposed plot as overlooking will occuer from the existing properties".

He also argues that the east/west sub-division of the property to allow for the new plot would be contrary to the nearby properties' existing north/south alignments and would affect the character of the area and be "considered to be overdevelopment".

Moving on he argues that the demolition of the outbuildings "has not been justified", and also stressed that the proposed scale, setting and layout of the new build would "adversely affect and conflict with the setting of the listed building".
